consider split up of NOTICE in binary artifact #556

The NOTICE is long and hard to navigate.
It would probably be easier if the NOTICE had the basic Apache copyright and mentioned that a notices folder exists
the notices folder would contain many separate notice files
in some cases, where we have multiple 3rd jars that have the same notice then we can just have 1 notice file that mentions all the jars that share the notice (all the poi jars for instance)
