Improving UI / UX in site, motion in buttons and community icons

I have noticed that website is well handle by community!!
but there are few changes can be made into website for better User experience
Proposal->

• Transition effects in buttons and community icons
  My motivation->
• Interactive website shows commitment to Client
  -We should keep making changes to improve user experience
  ->Im attaching two video Before and After,
  in After video i just made few changes, end result would be promising

@Imvedansh I liked your changes with #412 , and approved. As @sebbASF say, though, this is not his decision, as this site's content and design is under Marketing and Publicity at the ASF, which is currently led by me. So, it's me decision.

The issue at hand is not that your changes are unwelcome, but rather this site has a scheduled re-design pending (which is actually overdue due to waiting for a new foundation logo). My concern is that any changes you make on the UX/UI may get erased by that re-design.

@bproffitt Thank you for your feedback, I was not aware of this as it's not in documentation (Readme.).
Noted -> no UI/UX changes needed till further update , Let me Pr to add into Readme as well so noone else do the same.
and @sebbASF is extremely helpful , he only made me aware of #412
