decision-grounding-paper: clearance and submission — GATE-1, arXiv, peer venue

Sub-issue of #293 (decision-grounding-paper, ADR-093). Depends on #294 (thesis) and #295 (evaluation).

Corpus: Initiative 3 of decisions/roadmaps/future/decision-grounding-paper.md.

Scope:

• Clear GATE-1 (employer external-communications / IP review) — the blocking gate on external publication; nothing is submitted before it clears.
• Submit to arXiv (cs.SE) once the thesis (decision-grounding-paper: thesis and argument — develop the decision-grounding-thesis design #294) and SWE-DecisionBench results (decision-grounding-paper: SWE-DecisionBench evaluation — mature the study for publication #295) are ready.
• Pursue a peer venue (an LLM4SE / agents-for-software-engineering workshop) for citation signal.
• Author and affiliation are the maintainer's call at pickup; cite the SWE-bench family without implying endorsement.

This is the gating initiative: the paper is otherwise ready when #294 and #295 land, but publication waits on GATE-1. Tick on #293 when the preprint is submitted.
