quote_html ctest fails

Running ctest I get:

     Start 18: quote_html
Errors while running CTest

94% tests passed, 1 tests failed out of 18

Total Test time (real) =   8.48 sec

The following tests FAILED:
	 18 - quote_html (Failed)

I'm on Ubuntu 20.04.2. Any suggestions? Just some dependency I missed?

Also, is it possible that this is why the syntax highlighting plugin isn't working for me? If I fix this and syntax highlighting still doesn't work, I'll open another issue.
