[IMPROVEMENT] add local development setup for scripts and website

Why do we need this improvement?

We need this local setup doc + ide setup to ease the work of developers towards development and debugging.

How will this change help?

This will help contributors locally set up the website + scripts easily in their system, and understand the flow via debuggers.

How could it be implemented/designed?

The following things need to be done under this issue:

• Add VS code Launch.json for:
  • Each script execution
  • Unit Test debugger
  • Website debugger
• Add relevant setup docs for each script and how to run them locally
