[BUG] Fix Lighthouse workflow

Why do we need this improvement?

We need to fix the Lighthouse workflow for the PRs, so that proper Lighthouse metrics are measured for each PR build.

How will this change help?

This will help us track the Lighthouse metrics for each change.
