Slashing mechanism

With one consensus, misbehavior can directly slashed on the provider chain.
Misbehavioring on a consumer chain, appart from transaction censuring in prepare proposal by a proper (which can happy today regardless in any CometBFT chain).

We should still investigate if other misbehavior are possible, and if slashing needs to be implemented.
