move metadata file inside augur module #3776

This note seems to be documenting the issue that I ran into when trying to use the augur version in #3771
I think its worth moving this file inside the augur module tree.
We would need to find out what else is using it (MANIFEST.in) and if these are still necessary/can support such a change
