This test consistently fails with master on the raspbarry pi 0: https://github.com/balena-os/meta-balena/blob/master/tests/suites/os/tests/config-json/index.js#L261

The command journalctl --list-boots only lists the most recent boot, despite persistent logging being enabled.

Potentially related to balena-os/meta-balena#2300 or balena-os/meta-balena#1919
