allow for users to suggest new fish/plant types

this was part of #109 but it should really be its own separate issue because of its complexity.
We need the following things:

1. identify the user who created the fish plant type
2. notify a group of administrators that a fish/plant type was created so they can detect vandalism or duplicate entry and merge types if necessary
3. this function should be very easy to deactivate if necessary
