Request: add support for Tally as a payment method in the UK

Supporting Tally would provide a direct way of moving from gold into BTC and vice versa.

I would be happy to try and create a pull request, but I have little experience and it will need a thorough review.

I guess there just isn't enough people out there that use both Bisq and Tally :-)
