It should be possible to...

Store pinned posts in a database, for modification without requiring rebuilding the server
Use a bot (such as the moderation one) to pin posts with a command
Pin posts per-feed
Use a dedicated "pinned posts" account that makes it clear
Add pinned post to feed when catch-up in progress after a crash
