People section "Loading" design must be aligned in the middle of the page

Under the people section (People > Directory) the loading indicator should be aligned in the middle (e.g the upper gap and lower gap should be the same).

@gorkem-bwl how can I access the people page? If I click on people in side button nothing is happening.

What screen do you see? Can you send me a screenshot here? If there are no people in the system (including admin), noone will show up.

Probably it needs to be merged, that is the reason. There are several branches which haven't been merged yet.
