Release 0.17.13

There are 2 notable changes planned for this release:

• PR Increase MSRV to 1.66.0 to avoid bugs in earlier versions. #2437: Increase MSRV to 1.66. This will let us use use CPUID from Rust.
• PR aes_gcm/x86_64: Enable AVX2 VAES-CLMUL implementation. #2436: Enable AVX2 Vectorized AES-GCM. This will be a notable performance improvement for most newish systems. This will likely raise the minimum binutils version supported for very old Linux distros.

These changes were originally scheduled for 0.17.12 but we had to do something different for that release, as described in its thread.

I hope to do the release Thursday, March 6th.
