Add existing groups mapping to COLD

Take data from Kathy's spreadsheet https://docs.google.com/spreadsheets/d/1RoCDCMY0nPhPLemaR_tWF0bnlKpPjmNs/edit?usp=sharing&ouid=113414142686600778780&rtpof=true&sd=true as well as data from https://github.com/caltechlibrary/irdm_harvester/blob/main/group_tagging.csv and add to the new COLD groups field

NOTE TO SELF: I need to have the regular division/people/group report update only the group name(s) and clgid(s) list. Other information is useful for human evaluation but should not be taken as authoritative.

The SQL to update each record should use json_patch() to update the src JSON column for _key.
