draft initial rdbms support policy

Description

Adds a new RDBMS Support Policy page for Self-Managed Camunda 8 and Camunda 8 Run. The page defines officially supported database versions, rules for adopting and deprecating versions, and guidance on JDBC drivers.

Closes #7316 -- #7317 to come.

Relates to epic https://github.com/camunda/product-hub/issues/2654.
