Refactor ccl_chromium_cache to use custom exceptions rather than overly broad ValueErrors #38
Description
ccl_chromium_cache currently raises (and catches) ValueErrors in many places - these are too broad and catching ValueErrors risk silencing errors caused by other issues.
We should introduce custom exceptions types to raise and catch to avoid potentially silencing errors erroneously.
