Request support for overlays

Request a way to update the control IDs in overlays that point to baseline STIG profiles, when those STIGs change V-number scheme. For example, for RHEL7, the V-#'s changed from v2r6 to v3r1. Request a way to update the overlay to update control ids accordingly somehow.
