Provide a consistent version of moment

Description

Moment is a large and commonly used library in the terra ecosystem due to its support of IE 10 and 11. We should investigate the possibility of re-providing moment and moment tz from terra-application to encourage our consumers to use one version and avoid duplicating moment in their packages. Ideally we'd provide moment as an import by itself so consumers can opt in to adding moment to their applications.
