[cpx-reporter] Handle deciding when to not send data to the reporter

There will be certain traffic on pages that will not need to send events.

such as:
an active site editor (authenticated person; specific roles)
If the pageStatus is unpublished (or moderation state: draft)

We feel that the chapeaux component should detect when to not send events.
