Is there some option which can be used to toggle the tooltip display when the mouse moves over the toolbar buttons ?

Or any callbacks ? For example, setToolbarButtonHoverCallback with the target button detail as the param

Because not every user are very familiar with what the button means, so I want to show the tooltip when user moves the mouse over the button.
