Notice Generation API should report difference between NONE and NOASSERTION/empty

NOASSERTION or "" (empty string) for a license usually indicates a curation is necessary. NONE indicates that the component has been curated. The notice API returns all of these in a list under noLicense, which is determined by isDeclaredLicense.

It would be better to return these in separate lists, so notice consumers know which need to be curated (NOASSERTION/blank), and which are omitted by design (NONE).
