Is it possible to incur Cloudflare Worker charges even if Next.js is fully static?

We've been hosting our Next.js for more than 2 years now, and it's fully static, but recently we're incurring Cloudflare worker charges on it.

The build log explicitly says, "No functions detected."

Is this a Cloudflare bug, or are there pricing changes we didn't know about that are forcing us to upgrade to the workers paid plan?
