Background

Currently the get for service instance is implemented in the service_instance_repo: https://github.com/cloudfoundry/korifi/blob/main/api/repositories/service_instance_repository.go#L440

But this is not exposed as a endpoint and is only used internally.

Acceptance Criteria

Implement API endpoint for GET /v3/service_instances/:guid
