Refactor modals for silence creation, deletion, and recreation to simplify logic and remove unnecessary useEffect hooks.

Requirements

  • Streamline modal state and logic handling.
  • Eliminate reliance on useEffect for managing modal behavior.
  • Ensure existing functionality remains intact.
