At windows, docker and WSL combination is little bit confusing.
I think "Docker Desktop for Windows" and WSL2 is kind of problem.
It looks like that workflow starts execute very slowly.
But I didn't find actual cause.
One possible solution is install docker on WSL.
But people already install the "Docker Desktop for Windows"

It looks like that workflow starts execute very slowly.
More precisely, it seemed to be completely stucked.
After trying to execute it several times (but nothing modified), the workflow successfully executed.
I use WSL2 and docker-ce but I have not had the same issue.
So I guess the opened issue is due to the combination of WSL2 and Docker Desktop.
