Add Kirtana Ashok as committer

Kirtana has been working as a reviewer for a while now. She has been one
of the primary maintainers of containerd on Windows. This has included
developing new features, resolving issues, and staying on top of test
failures and discussions. She has also largely been responsible for
representing Microsoft in many containerd and K8s discussions.
