docs: add cuHacking policies to docs site

🆘 What is the problem at hand?

We need to be able to properly show what cuHacking is about. We want to be a fully transparent open-source organization and we do better at this.

🚀 What is the impact of the problem? How is this problem important? How does it affect users/developpers?

We need to truly be transparent to others about our commitment to our practices.

💀 Additional context

• Adding our policies or a link to all of our policies in the docs would help solve this issue.
