feat(portal): automate filling out Carleton's risk assesment form

What is the problem at hand?

For each event that cuHacking holds, we have to fill out a risk assessment form.. The process is time-consuming, and repetitive; each time we fill out the form, key details don't change. It's not an effective use of our members' time to fill out this form.

What is the Solution?

Option 1: Playwright Script

• An automated playwright script to fill out the form.
• This script can take in certain params (club name, event date, etc.)
• It can be on our portal so that it is accessible to other clubs to use

** Option 2: Chrome extension**

• A chrome extension that reads the form data and fills it out based on a profile that you give it
• This can be expanded into a larger chrome extension that all clubs in Carleton can use to fill out Carleton forms that have repeated information.
