[host/sandbox/mem_mgr] removes MemMgrWrapper

With the upcoming refactors, there is no need for the MemMgrWrapper abstraction. This commit removes in in favour of directly utilizing a SandboxMemoryManager<S> in subsequent commits. Signed-off-by: danbugs <[email protected]>
