Create a cgr.dev flavor of this package

Describe what should be investigated or refactored

The sonarqube image is now available - (10 and 10-dev) we should test these images in a flavor of this package.

Additional context

The PR for this should just add the base CGR flavor for now but both images should be tested so that #91 can go smoothly. This also needs to be a private package due to the licensing on this image.
