Add readme and license information

I'd like to look at this and maybe attempt to run it locally. No clue on what any pre-requisites are and configurations need to be.

I've managed to this this working by importing the Maven 3 repos into Eclipse, and running it withing the GUI, but I am unable to do get it running via mvn on the commandline. Running mvn package complains about ambiguous reference of addCommand. Would be great if some maven build / run instructions were included on the Readme.
