What are think about to move pwquality and pwhistory configs from /etc/pam.d/* to /etc/security/pwquality.conf and /etc/security/pwhistory.conf and replace variable os_auth_pam_pwquality_options to smth like this:

os_auth_pw_minlen: 8
os_auth_pw_minclass: 0
os_auth_pw_policy_enforce: true
