Update diffpy.utils tests source after new release #35
Description
In #33 a temporary test source url (in requirements/packs/scripts/tar_url.txt) for diffpy.utils is used for windows CI to pass without assert error caused by short/long name mismatch even if they are effectively the same. Change this to official release after a new version of diffpy.utils comes out.
