We need to put down:

Requirements for a repo to be able to migrate to the flat flow (e.g. no VMR patches exist for it)
Step-by-step migration guide
- How the repo's subscriptions will be disabled/changed/migrated
- How we level the repo with the VMR so that it is on the same commit

Ideally, the guide should be dummy proof enough so that it can be given to repo owners / others on the UB team to help us migrate repos quickly.
