Is there a way to package a Blazor project or RazorClassLibrary as a NuGet package and run it from a non-root address, like \blazorApp1, in a web project?

yes you can, try this:

• Set the <BaseHref> in your Blazor project to /blazorApp1/.
• Include the built assets in your NuGet package.
• In the host web project, configure static file serving and routing to serve the app under /blazorApp1.
• Use something like app.MapFallbackToFile("/blazorApp1/{*path:nonfile}", "index.html") to handle client-side routing.
