Describe the bug

This bug #58748 matches exactly my symptoms. It's closed and I can't reopen it, and the bot removed my comment so opening a new ticket here:

I just updated to VS 17.12.4 and am getting this exact error now on build. There have been no other changes to the project other than this upgrade. If I close VS, reopen it, and run my project it works, but as soon as I do a rebuild I get this error and I have to restart VS again. Using WebCompiler 2022+ 1.14.11

System.InvalidOperationException: No file exists for the asset at either location 'wwwroot\css\bootstrap.custom.css' or 'wwwroot\css\bootstrap.custom.css'.
at Microsoft.AspNetCore.StaticWebAssets.Tasks.StaticWebAsset.ComputeFingerprintAndIntegrity(String identity, String originalItemSpec)
at Microsoft.AspNetCore.StaticWebAssets.Tasks.DefineStaticWebAssets.Execute()

Expected Behavior

Compile as usual.

Steps To Reproduce

Create a .net 8 MVC razor project. Add WebCompiler 2022+ 1.14.11 and configure to compile SASS. Rebuild.

Exceptions (if any)

No response

(Obviously, the repro project NEEDS a saas file configured to be compiled; merely adding WebCompiler isn't going to do anything.)
