Allow Environment specific Secrets.json #64187

Description

This issue has been moved from a ticket on Developer Community.

As an alternative to the suggestion of disconnecting Secrets.json, it would be very helpful if it supported environment specific secrets. Either by using the same method as appsettings.json: i.e. Secrets.Development.json, Secrets.Uat.json; or by allowing a parent element within the secrets.json to specify the environment so there can be multiple collections of secrets in the same file.
