What governs the maximum title length for setproctitle usage?

I'm testing some code on an ubuntu machine

$ cat /proc/version

and I'm finding all the setprottitle strings I assign get truncated to 15 characters. What is this limit I'm smacking up against and is there a workaround to secure longer process title names at all?
