Build Alpine linux images #37
Description
A few days ago NumPy finally released v1.25.0 with Alpine linux musllinux wheels, for python 3.9-3.11.
It might take a little while for SciPy et al to release their musllinux wheels, but in the meantime, we can try building those packages on install / image build.
Also, some of the missing package could be installed from alpine-wheels.
Note: musllinux wheels for aarch64 are not yet released, and it's not clear if and when they will be.
Motivation for these ultra light-weight images is to support one-off Ocean CLI commands.
