Localhost: Assignee avatar image not displaying

Locally on all issues the assignee avatar image is not displaying, instead you see something like this:

If you click on this link you get a github 404.

I'm not sure if this is something to do with my local host and configuration or if it's happening for others locally.

Found this on the repo settings under webhooks:

I tried to fix the broken webhook by using ngrok but with no luck.
