ordering of articles is overridden by section order #52

The ordering of the articles is adjusted in the BACK CONTENT > Issues page, where individual articles can be moved up and down the TOC. See example at https://journalpub.escholarship.org/demo/manage/issues/1668/

However, under STAFF > Manager > Sections, the ordering of the sections supersedes any editing of the article order. See example at https://journalpub.escholarship.org/demo/manager/sections/ where you can see the articles sit above the front matter. Consequently, in all the following publications, the front matter would not come first even if so ordered in the Issues page.
