Question regarding node dependency ("engine" requirement)

We know that starting form langium 3.0.0 node 18 is required (changelog).
We also see this requirement (as expected) in the package.json of the workspace.

But we also see that the langium-package (packages/langium) still only depends on node 16. Is this intended? Can we use langium 3.x.x. in a (legacy) node 16 environment?
