update the state/national percentiles button logic

Currently, if you click an indicator or index, it will retrieve, by default, the US percentiles for that indicator/index. If you then click on "compare to state", the map/data don't update, but that's not abundantly clear. You have to click again on the indicator/index layer, to turn it off, then click once more to bring it back on with the state percentiles.

Clicking on "compare to state" should be enough to fetch the data/reload the map.
