EPA finally removed access to its EJ Grants layer. Compare now:

https://geopub.epa.gov/arcgis/rest/services/EMEF

with December:

https://web.archive.org/web/20241213214253/https://geopub.epa.gov/arcgis/rest/services/EMEF

I believe we downloaded the data for this (???), just need to create a new service.
