Wingpanel does not reappear upon leaving multitasking

What Happened?

This happened immediately after installing the branch: #2265
But reporting it regardless

Leaving multitasking leaves a blank space where wingpanel should be
right click opens the desktop context menu
meta does not show application menu
scrolling in the blank space does not change workspace

windows respect the blank space as if wingpanel was still there
wingpanel reappears when switching workspace without using multitasking view
issue happens either clicking on the multitasking launcher or using a hot corner

Steps to Reproduce

enter multitasking
leave multitasking

Expected Behavior

wingpanel reappears
