"locale::facet::_S_create_c_locale name not valid" On Windows

I'm receiving the same error as #14 when trying to run the program but on Windows:

terminate called after throwing an instance of 'std::runtime_error'
  what():  locale::facet::_S_create_c_locale name not valid

Hope this can be fixed.
