Expand search space to contributors?

May extending the search by proximity in contributor space (not just documentation space) be helpful? This may position the search to be both for tools and potential collaborators, etc.

Prabasaj from WHO suggested this during one of our meetings. I am documenting the suggestion here to continue discussion of this topic at the appropriate time.
