Is it possible to fetch plugins locally or does it always have to be from hex.pm.
is there any workaround for plugins to fetch locally?

It can also be from github, and locally only if you have either _checkouts, or rely on https://github.com/benoitc/rebar3_path_deps to specify local paths.

I think we had some ideas on how to make local plugins work, but the problem is that they generally wouldn't hold up great for deps that require them as part of building given the path management required, so at this point there's no other workaround.

It might be possible to make it work for project-level plugins rather than app-level but it's not in place yet.
