Upgrade specific EIP anchors silently do nothing when DFId

Upgrade specific EIP anchors, e.g. :https://forkcast.org/upgrade/glamsterdam/#eip-8011 do nothing once an EIP has been moved to DFI.

When an EIP is PFI then the anchor works, but fails once moved to DFI.  Changing the behavior.  Ideally this would navigate to the DFI section.  

For any sites (e.g. news media) linking to EIPs in Forkcast, the links become essentially broken.
